On 7 February 2024, a new Regulation (EU) 2024/573 of the European Parliament and of the Council on fluorinated greenhouse gases (so-called F-Gases) was adopted. The regulation not only adapts EU legislation to the new climate protection challenges, but also introduces significant changes to the regulations governing the management of emissions of these gases. It amends Directive (EU) 2019/1937 and repeals the previous Regulation (EU) No 517/2014.
Fluorinated greenhouse gases, including hydrofluorocarbons (HFCs), perfluorocarbons (PFCs) and nitrogen trifluoride (NF₃), among others, play a significant role in climate change due to their high global warming potential (GWP). Their emissions, although relatively small compared to other greenhouse gases, have an extremely strong impact on global warming.
The regulation provides for further reductions in emission limits for fluorinated greenhouse gases in various sectors, particularly in the refrigeration, air-conditioning and semiconductor manufacturing industries.
The new regulations introduce more stringent monitoring requirements for F-Gas emissions, including reporting obligations for companies and the development of digital tools to record and track these emissions.
One of the key elements of the regulation is the promotion of alternatives with lower greenhouse gas potential that can replace F-Gases in equipment and systems.
The regulation expands the list of products and equipment that will be subject to restrictions on the use of F-Gases. This includes, but is not limited to, refrigeration equipment, air-conditioning systems and fire-fighting systems that use these gases.
Regulation (EU) 2024/573 represents an important step in the implementation of the European Union’s strategy for climate neutrality by 2050. Reducing F-Gas emissions fits into the broader context of the EU’s environmental policy, which aims not only to reduce greenhouse gas emissions, but also to develop a closed-loop economy and promote innovative climate-friendly technologies.

By 30 April 2025, and annually thereafter, any entity that introduces into the EU 10 tonnes of CO2 F-equivalent – gases contained in equipment or 100 tonnes of CO2 F-equivalent – gases in bulk is required to have the correctness of the report confirmed by an independent auditor.
